Nettie Langston Napier (1861-1938).  Activist and Social Reformer.  She was the daughter of a congressman and a lifetime trustee of the Frederick Douglass home in Washington, DC.  In 1924 she was elected president of the Frederick Douglass Historical and Memorial Association, charged with its preservation and governance.

This is a great photograph taken in 1919. The picture shows a group of women committing to rather extreme measures in support of the temperance movement. The temperance movement was an effort in the 1910's in the United States to reduce alcohol consumption. It actually led to Prohibition.
