Billedet forestiller Københavns kommandant, generalmajor Heinrich Ernst Peymann, tage afsked med sin næstkommanderende og flådens faktiske chef, kommandør Steen Andersen Bille, mandag den 17. august 1807, da Bille er på vej ud til roflotillen for at lede et kanonbådsangreb mod den engelske flåde. Angreb med små kanonbåde blev den vigtigste manøvre efter at englænderen havde taget kontrol over resten af flåden i 1807.
