This is Grade 3 hypertensive retinopathy. Diastolic pressure is usually 110-115 mmHg and retinal arteries lose their ability to auto regulate blood flow. Retinal findings are almost always bilateral with retinal hemorrhages, hard exudates and CWS within 3DD of the ONH as classic signs.
