This is part of a painting by Jacobus Hendrik Pierneef, which was used on a South African stamp. Pierneef (1886–1957) was a South African landscape artist. His work was greatly influenced by the South African landscape, particularly of the Highveld savannah areas around Johannesburg and north of there.
