TIME Cover: Cordell Hull, 1945 Nobel Peace Prize Winner - The Secretary of State under FDR was responsible for negotiating many of the agreements that were part of the Good Neighbor Policy. Organizing Pan-American conferences to reach economic and defense agreements, Hull shaped major policies that ensured further U.S. domination of the Western Hemisphere. Hull also played a role in dealing with issues in Cuba, Panama, and Mexico, amongst others.
